Start with the documents you will actually use. You do not need an attested degree simply to make every kind of visit to the UAE. Employment and family-residence applications have their own requirements.

My recommendation: prepare the required documents before travelling where possible. It is easier to correct a missing university or home-country stamp while you are still there.
Which certificates should you prepare?

Dubai’s family-sponsorship document list specifically includes an MoFA-certified marriage contract and attested children’s birth certificates. These documents establish the relationship; they do not replace the other residence conditions.
Attest documents for the country where they were issued. Your nationality, current address and university’s location are not always the same country.
Licensed healthcare professionals
In my hospital HR work, we rely on a valid UAE healthcare professional licence for hiring. We do not require the licence holder to attest their educational certificate separately for that purpose.
For a professional holding a valid Abu Dhabi DoH licence, the licence is the hiring document we use. There is no need to send the candidate back through educational-certificate attestation for this hiring process.
The Department of Health uses primary-source verification, PSV, to verify qualifications. Its licensing FAQ, question 1.2, confirms that document attestation is not required for licensing or training.
For your family: prepare the marriage certificate and your children’s birth certificates for their residence applications. These establish family relationships and follow the attestation steps below.
Why does your employer need your educational certificate?
An employer needs the right evidence for the occupation entered in your work-permit application. An attested qualification can support that requirement. It does not automatically give you a different job title.
For employers covered by the Ministry of Human Resources and Emiratisation, MoHRE, the overseas work-permit requirements distinguish these levels:

The Arabic service card explicitly requires foreign-ministry attestation for the certificates at levels 1 to 5. It also states that a worker earning below AED 4,000 a month is not considered skilled, alongside the educational-certificate condition.
Use the occupation on your job offer to identify the required qualification in the table. The employer handles the occupation recorded in the permit application. For licensed healthcare hires, we use the professional licence as explained above.
What does skilled classification change?

Work-permit evidence: it changes which educational documents are needed. “No certificate required” at levels 6 to 9 does not mean no documents or no work permit.

Some residence options: the skilled-worker Green Residence route offers five-year residence without a sponsor. Its requirements include:
- A valid UAE employment contract.
- Occupational level 1, 2 or 3.
- At least a bachelor’s degree.
- At least AED 15,000 monthly salary.
Attestation alone does not qualify you.

Family sponsorship is separate: it is not restricted to a “skilled” job title. Official guidance states AED 4,000 monthly salary, or AED 3,000 plus accommodation, alongside the other conditions.
These are administrative categories. They do not measure a person’s worth or guarantee higher pay.
What does attestation actually prove?
MoFA attestation confirms the authenticity of signatures and seals on a document. It is not the same as checking your course content or granting academic recognition. MoFA service description.
Different checks may sit in the same journey:
- University or education-authority verification: checks the document or qualification under that authority’s rules.
- Foreign-ministry and consular attestation: authenticates the relevant signatures and seals in the required chain.
- UAE academic recognition: a separate assessment. MoHESR’s recognition rules consider qualification authenticity and the awarding institution’s licensing and accreditation.
Use the document list for your actual application: a work permit, professional licence or university admission. Follow the qualification-recognition requirement when it is listed; attestation and academic recognition are separate services.
Protect your original: use a university-issued certified copy
I use an official certified copy issued by my university and keep my original safely. The university itself issues and certifies the copy.
The normal criteria are straightforward:
- Official issuer: the university that awarded the qualification, recognised in the country where it operates.
- Complete record: the graduate’s name and the awarded qualification match the university’s records.
- University certification: the copy carries the university’s certification, authorised signature and seal.
- Completed attestation chain: the issuing-country approvals are completed before the consular and UAE MoFA stages described below.
This is the university-issued certified document I use for attestation. An ordinary photocopy does not carry that certification.
For marriage and birth certificates, start with the official certificate issued by the civil authority.
The attestation process, step by step
1. Obtain the document from its issuer. Use the university-issued certified copy described above for your educational document. Obtain marriage and birth certificates from the civil authority.
2. Complete the issuing-country approvals. Educational documents may need university, education-ministry or equivalent approval. Marriage and birth certificates follow their own civil-document chain.
There is no single “Ministry of Higher Education” step for every country. Egypt’s foreign ministry, for example, lists different approvals for public universities, private universities and civil certificates. The page is in Arabic.
3. Obtain issuing-country foreign-ministry authentication. This may be called legalisation or another local term. Follow the required sequence for that exact document.
4. Complete the accepted consular route. Use the appropriate UAE embassy or consulate for the issuing country, or a specifically accepted alternative. See the two situations below.
5. Complete UAE MoFA attestation where still required. Check whether the previous service already included it. Keep the completed attestation and verification reference with the document.
Route A: prepare through the UAE mission before travelling
This is my preferred approach when available. Complete the issuing-country requirements, then follow the relevant UAE mission’s instructions.
Check for a combined service. London’s digital route, for example, provides both UAE Embassy and UAE MoFA attestations. It still requires physical documents. A digital result does not necessarily mean a scan-only application.
If both attestations are already included, do not order the UAE MoFA stage again just because you have arrived in the UAE.
Route B: you are already in the UAE
For documents processed through your country’s consulate in the UAE, start with the issuing-country authentication. The consular and UAE MoFA attestations follow in the required sequence.
For example, the Egyptian Consulate in Dubai accepts original documents already authenticated by Egyptian foreign affairs or UAE MoFA, according to its service instructions. It lists AED 180 for ordinary attestation, before any separate delivery costs.
Compare the complete price: issuing-country authentication, consular attestation, UAE MoFA and delivery. Use the published fees for your named mission and provider.
For a move you are still planning, I prefer completing the issuing-country and UAE-mission stages before travel.
What should you budget?
The published UAE MoFA fee is AED 150 per personal document. Education, marriage and birth certificates fall within personal-document services. MoFA fees and document guidance.

Family example: one educational certificate + one marriage certificate + two birth certificates = four documents.
- UAE MoFA portion: 4 × AED 150 = AED 600.
- Family papers only: one marriage certificate and two birth certificates cost AED 450 for the MoFA stage. Add education papers only if your receiving body requires them.
- Planning example: if your UAE mission quotes another AED 150 per document, the two UAE stages total AED 1,200 for all four.
- Still extra: issuing-country approvals, translation, courier and any provider charges. The mission fee in this example is an assumption to replace with your actual quote.
A degree certificate and its transcript count as two documents for MoFA. Do not pay to attest a transcript unless the receiving body needs it.
Before you pay or hand over your documents
- Start with the issuing office: your university for the certified educational copy, and the civil authority for marriage and birth certificates.
- Check language and format: MoFA requires Arabic or English, or an official translation, and documents must not be laminated.
- Ask for an itemised quote: identify the government fees, provider charges and whether UAE MoFA is already included.
- Protect your papers: retain clear scans, receipts, tracking details and the provider’s collection record.
