What sits behind the utility allowance?
Dubai’s housing fee is 5% of annual rent, collected through utility bills. It has its own budget row. Eligible online Ejari registration/renewal adds AED 177.75 annually.
The electricity/water allowances use a model of 400/600/900 kWh and 6/10/18 cubic metres monthly, respectively, excluding cooling compressor consumption. These are chosen usage levels, not measured household averages.
September DEWA rates within those bands are AED 0.23/kWh and AED 7.70/cubic metre, plus fuel surcharges of AED 0.06 and AED 1.10 respectively. Two assumed Type-1 meters add AED 10.
Add 5% VAT to those charges. The model also includes 2026 municipal sewerage at 2 fils per gallon, for a home on the municipal network. Housing and sewerage fees have no VAT.
The resulting bills before housing and cooling are AED 214.14/329.59/530.06. Budget rows round these up to AED 250/350/550; higher usage needs a higher allowance.
Cooling is separate: AED 250/350/500 are chosen all-in allowances for fixed, consumption and tax charges. Remove them if cooling is included in rent. For air conditioning powered by your own meter, recalculate electricity instead.
School costs for the family
GEMS Founders School Dubai is a British-curriculum fee example, not an education recommendation. Its Year 2 and Year 5 sheets cover 2026-2027.
- Tuition: AED 30,375 each, or AED 60,750 annually.
- School bus: AED 14,960 for both, using the upper end of the published AED 5,110-7,480 per-child range.
- Required supplies: AED 11,500 for both. Per child, this uses published upper limits of AED 2,000 uniform, AED 3,150 books and AED 600 stationery.
Annual school budget: AED 87,210. Bus and supply amounts are conservative selections from ranges, not personal invoices. Optional trips, clubs, canteen and learning support are extra. The bus route must serve your home.
Food and connectivity
Groceries are chosen allowances of AED 900/1,500/2,400. Both city budgets use the same limited Carrefour basket: Almarai milk 2L, AED 12.49, Mehran Gold rice 1kg, AED 13.29, and Alyoum chicken breast 500g, AED 25.99.
Basket total: AED 51.77, using displayed Dubai Festival City prices, including a promotion, captured on 11 September. It is a price anchor, not a complete diet; delivery is extra.

These envelopes assume four equal rent payments. They include the first payment, deposits, setup, basic furniture and one month of running money. The family also needs school start cash. All amounts below are AED.

DEWA’s apartment deposit is AED 2,000 and small-meter activation AED 155. Landlord deposit at 5% of rent and cooling deposit AED 1,000 are chosen assumptions. Refundable deposits are tied-up cash, not monthly expenses.
For the single/couple, brokerage allowances are AED 3,000/4,000; moving/furniture AED 3,000/5,000; utility/cooling setup and cards AED 605/755. Online Ejari is AED 177.75 each.
School start cash is AED 24,298 first-term tuition + AED 14,960 annual bus reserve + AED 11,500 supplies + AED 1,050 applications including VAT.

Where the budget can change
- Choose the right pass. Registered Silver 30-day passes cost AED 140/230/350 for one/two/all zones. These budgets use 13 all-zone passes per adult in year one, plus monthly taxi allowances of AED 200/400/500.
- Compare annual payment. An all-zone 365-day Silver pass costs AED 2,670 upfront. It saves AED 1,880 per adult against the 13-pass cash provision, but needs more money at the start.
- Read the benefits. Employer-paid tuition alone reduces the family plan by AED 5,062.50 monthly. Bus and supplies remain. Match reimbursement dates to term invoices.
- Price location properly. AED 12,000 more annual rent adds AED 1,050 monthly including the 5% housing fee. Compare transport spending and travel time before accepting the higher rent.
